                                                   Anche se è ancora in vigore si esprime nel passato per via del fatto che l'ha detto a Bill -- difficile spiegarti perché


***  Questi esempi non si trattano di 'reported speech', ma volevo spiegarti che si possono usare questi verbi in questi modi:

     denied (object) (something)  He denied Sally her rights.(l'ha negata i suoi diritti)

     refuse (object) (something)   John refused Mary her money.  Meaning that John refused to allow Mary to have her money.
